It is suggested that for provincial finance special funds can be used for environmental protection subsidies sludge treatment and disposal facilities construction and operation. city and county (District) government should increase investment in supporting environmental protection special funds and private capital investment in the construction of sludge disposal facilities. the State encourages the sludge treatment and disposal technology and equipment of the project. the government should provide financial and taxation supporting preferential policies.     5. Improve the environmental regulatory mechanisms. The effective supervision of the government is the key to solve the problem of environment pollution caused by sludge. It is recommended to strengthen government guidance, rational planning, increase the sludge treatment and disposal process of environmental regulation. It is required for sludge treatment and disposal facilities operating units to apply for strict control of waste disposal permit in accordance with relevant law, establish sludge receive and dispose of the case file and sludge transfer implementation of order management system.
     With enhancement of the intensity of Guangdong Province pollution reduction work, urban sewage treatment facilities are constructed continuously. Subsequently, sludge amount produced is growing rapidly.  The implementation of  sludge treatment is very difficult. The sludge treatment and disposal policy should be put into practice step by step with overall consideration.
